What's better: VCO with high LO or with low LO level?

Whether is better? a VCO with high LO level or a VCO with low LO level?

if u mean the LO level , the output power level it is better to have with high to be able to operate the mixer correctly , and also as the power of the VCO increase the phase noise decrease

the question is to general, it really depends on application, technology.
