Please look at the datasheet of analog-switch HV219 from SuperTex.

could i put a static logical voltage in Data_in to get the switch-on.
and ground the Data_in pin to make it switch-off.

besides, what is the simplest signal to be put in the CLK input? could i leave it unconnected?

Yes, you can put a static logic signal on DATA_IN pin. High turns on the switch and low turns off the switch. Make sure you provide a constant clock to clock the data from the DATA_IN pin into the internal register. Otherwise, the switch will not work right. Any oscillator circuit on the CLK pin will do.
