What the scaling factor in QAM is needed for?

Hi, guys!
I don't understand what is the sense of scaling factor in QAM modulation? I don't uderstand what it is needed for and how it's implemented in practice. Can somebody explaine me or give links to docs where I can read about it?
The only good link I have found is Scaling factor in QAM.
But there is description how to find the factor. Not about for what we use it.
