Backoff applies to different stages in a OFDM communication system. For BB it is typical related to the maximum DAC output.
The optimium backoff there is the sum of EVM noise power of the quantisation noise and the clipping noise give a minimum. For 10bit, 52 carrier and non-boosting pilots it is about 13dB.
7-8dB applies more to the PA and it depend on the actual modulation.
