What is turning on-off switching speed of air cooler and refrigerator in general ? and what does switching speed signify ?

I once constructed an event detector for attaching to my refrigerator. It logged on-off times over the course of a day.

I found that it was on for 11 minutes, off for 33 minutes. The resulting duty cycle was 25%.

You can only switch the compressor back on when the
head pressure has bled down enough, that the motor
can start into that load. Thermal cutouts used to be
the norm and those would take minute-range cycle
times before restart is attempted.

But I'm only assuming this is the "switching speed"
you're asking about.
