What is the relationship between input and output voltage acrros inductor in the low pass RL filter? Is the output voltage lead or lag input voltage?

A short look at the transfer function gives the answer.

Your question is not clearly stated. You mention the output voltage across the inductor. In a low pass RL filter, the inductor is the series element, and the output voltage appears across the shunt resistor. The output voltage lags the input voltage. The voltage across the inductor leads the input voltage.
