What is the purpose of the 15mH inductor,470pf and the .01F?

As the power supply, what is the purpose of 220uf when it is hooked up in parrallel like that?

15mH in parallel with 0.001uF act as a LC bandpass filter which center frequency is f=1/(2*PI*SQRT(L*C)).

470pF is needed to add the AC signal (conning from the photodiode) to the DC component fixed at 74c14 input pin 1 by the two 4.7M resistors. This DC value is 1,5V at 74C14 input is. This 74C14 gate act probabely as an AC amplifier and not as a digital gate, due to input polarization at 1.5V

220uF purpose is to filter DC power supply and to be a short circuit for AC signals.
