What is the method of communication used in cell phones for SOS calls?

what is the method of communication used in cell phones for SOS calls. We can even make emergence calls without inserting SIM card and unlocking the keypad. How is it possible.

Re: SOS calls

This is due to government regulations. Dialing the emergency code number will bypass all security features of the instrument, such as passwords being required to dial.
