What is the measure for voltage & current coming from a 110 or 220 main line, is it rms or the peak value?

Internationally every measure is rms unless specified, so in this case, 220 or 110 volts are rms too.

The current is dependent on the load. What you measure is the rms voltage.
 

AC voltages are measured in rms... the current that is present in the main line depends on your load but actually has a limit that will also depend on the kind of your line whether it is commercial or residential...
