Hard limiter basically have very high gain.
Thus in FM demodulation ,the wave will be converted into square wave ,having amplitude of saturation(constant).
I'm not very well versed in control, but I think it is tough to describe a hard-limiter as a linear system (i.e. find the impulse response and simulate is as an LTI system). Perhaps there is some other way you can discard the amplitude information of your signal, and not actually try to simulate the hard-limiter block as a linear block?
