What is the function of the attached circuit?

Hello,
Look at the attached pic,
K20 and K21 is a complementary input clock signal(2.5V and 0 is high and low voltage respectively). Module A is a high-speed comparator.
As far as I can see, maybe this circuit is to enhance or increase the driving ability for input signal. And the following inverters are to add some delay and make the output synchronously. Am I right? And any other function for this circuitry?

Dear overmars,
could you design the delay time in the circuitry?
