The black block is epoxy or PU resin poured over an exposed IC die. Getting the resin is easy enough, the die is probably proprietary and not for sale.
As you see there are contacts for a possible square chip that should have been soldered instead of the resin IC. It means that the circuit might have been designed for some commercially available chip, but the manufacturer of that board decided not to show what chip it is. If you know what the whole circuit does you may figure out what that IC should do, and probably you may guess any commercially available chip for that purpose.
