What is the best way to build behavior model

I want to build the behavior mdel for the digital system before going through the VHDL coding, I know that I can build it suing VHDL it self but I want to use a simpler method like simulink or similar tool whil keeping the capability to implement and obserive the details design component as shift register contents adders ...etc. does any one do similar work.
