What is meant by the TCL command "ECHO"?

What is meant by the TCL command "ECHO".. I have a command line in the script i am dealing with which says "echo $1".. $1 is the first argument in the command line.. What is meant by "echo"??
 

echo
Turn on/off echoing of text commands to the console. When this is turned on, text commands read from a file or from the VMD prompt are echoed to the screen before they are executed. Do not confuse this with the standard Unix echo command.
< on | off >: Turn echoing on or off.
