what is If and tp
 

Diode (foward) current, pulse width.

If your IR LED application is DC rather than pulsed, you only look for maximum continuous forward current and ignore the pulse stuff.

could you please explain about the pulse stuff
 

The datasheet tells you that "If" is its forward current.
It also shows that its maximum allowed continuous current is 150mA but if the tp pulse width is 100us for half the total time then it can withstand 300mA of current because it takes longer time to overheat.
