what is Filler-cells ?where i can use those cells

can you guys tell me what are filler cells and can give some references with some example layout or so.

if possible share SOC UG

filler cells are used generally to fill up the gaps in between the std cells to have continuity in the nwell or it can be sparce cells which can be used for ECOs.
