In the beginnings of computer-assisted computing age, yet at the end of the last century ( I was there ! ) the term CAD in the electronic field was used for programs whose main, if not the only, functionality was to draw the PCB layout. Nowardays, these programs are much more than drawing but rather designing, providing support for B.O.M generation, functional simulations, among other things; it has now become common to classify these software as Electrical CAD; it's just a matter of nomeclature IMO.
