config view

a config view is used to select different views (like schematic, verilog-a, verilog, extracted, ...) of a cell in a schematic and enables you to run simulations for that particular configuration.
It is very useful in the early phase of a design: you start with ideal blocks and as you create the schematics for the sub-blocks you can see the effect of the real blocks compared to the ideal ones.
In the later phase of a design you can substitute the schematics with the extracted views and again see the effect.

its good for doing postlayout simulation to compare result of schematic and extracted view. you can add two instances of the same symbol, one corresponding to schematic view and one to extracted view.

to the best of my knowledge, yes. refer to the documentation on cadence hierarchy editor for more information.

yes, it is just a view configuration file not a different view.
