What happens if heatsink is not earthed?

Hi,
Suppoisng you have a power supply which is fed by three phase for its 3ph 6 pulse input rectifier.
It has a 3.6kW converter on it.
The customer doesnt bother connecting up the earth, so the heatsinks etc are just floating.
Is there any greater danger of insulation damage to anything (eg Power transistors and diodes), or noise related malfunction?
