Dear Dude,

The nonrecurring-engineering ( NRE ) charge includes the

1) cost of work done by the ASIC vendor and
2) the cost of the masks.

NRE costs include ASIC Vendor costs and masks. Some times, vendor tool costs, verification costs and prottype samples cost also...

If ASIC fails on the first pass, company has to bare again NRE costs for second pass to the vendor. Thats why there is no OOPS concept in Hard ware design unlike software developmet...
