I assume you mean LVP PIC. In that case the LVP refers to low voltage programming.

OK, LVP is a special low voltage programming method used by Microchip. It is mostly used for batch progrqamming of production devices. You can use normal ICSP by simply connecting your target device as shown on the website

ICSP - In circuit serial programming
It has got nothing to do with LVP, it is competing technologies. If you dont need LVP and its associated costs use ICSP
