What is does it means when the static phase error of a DLL is 160ps?

cause DLL have several output signals separated by 90 deg ... i think it measures if two signals are realy separated by 90deg .. or ex. 89deg .. you can convert ps to deg .. it is the same measurment and idea is the same ..
