It means that the amplifier output is capable of going to an output equal to (or nearly equal to) the power supply voltages. The power supply connections are sometimes refered to as "rails".

As far as the input is concerned, it means that the common mode input voltage range includes the power supply voltages. You must be careful with "specmanship", however. The common mode rejection ratio (CMRR) is usually specified over a limited common mode input voltage range.
