What are the VREF and VCCO pins on Xilinx Spartan FPGA?

please explain to me what is the VREF and VCCO pins on xilinx spartan fpga?
how work them?

You ask that, and you want to make your own fpga board on a 2 layer pcb? Are you really really really sure you are not better of putting some time/money/energy into buying a fpga board, and getting it shipped to your country?

VCCO would be the I/O voltage for the I/O banks of the fpga. VREF is also used for I/O.

For detailed information you'll have to check the xilinx datasheets for the particular spartan you want to base your board on.
