Weird Legal Paradox about Jammers

Hi all!
I have a question, why is a cell phone jammer legal to sell but illegal to buy? Is there anything or anyway that could find out someone's using a jammer?
Also, what if it is legal for everyone to buy a jammer?

The short answer is that communications company pay the government gobs of money to own a frequency band. If someone is jamming them, it is like "stealing" their licensed airwaves without paying. Both the government who gets the license money, and the company that bought the license, are going to come after you.

It depends on what country, but selling a jammer is illegal in the US! I think there is something like a $10K fine per device sold.
