Virtual Instrument over internet?

I'm working over delphi a virtual instrument for Scope&D/Acquisition, I want to command it, an receive its signals, over internet. Real time is not required, the application allows big delays . The analog signals are stored in 256B or 512B frames.
I need to transmit the signals and some bytes for tele-command the VI.

What is the easiest method for do it?

I think the easiest method to do it is using LabVIEW.
 

The app is under delphi and I my need is to acces a file permanently for exchange the data for control and returning the data. I need advice for some VCL or method for do it
