what is the relationship between VIH and VCC of a CMOS 40xx device ?

for example how can I calculate VIH of 40xx with a power supply of 4.5 V ?
 

See below the guaranteed values for the HCMOS family. The standard CMOS 40xx devices should behave similarly.

With VIH ≧ 2/3 * VDD and VIL ≦ 1/3 * VDD you're usually on the safe side.
