Vector Control Zero Speed Problem

I have a vector control system. But i'm living difficulties at zero speed. It has an encoder, it is not sensorless. At zero speed, it's trying to settle but it generally can't or lasts long. What can be done for it? May the problem be due to bad congfigured parameters of the controllers? What do you suggest me?
