Vce(Sat) voltage variation[Peice to Peice] [and with Temperature ]

Hi.
I am looking to detect Vce(sat) voltage of IGBT for shootthough protection. The typical arrangement is as shown in the attachment.

I want to detect the Vcesat of lower IGBT's. The IGBT we are using here is IKW60N60H3[Infineon Part].

I want to shutdown the system for short circuit current of more than 66A, when Gate voltage is 15V.

Looking at the Output characteristics of this IGBT. The saturation voltage is around 2.6V@66A current[15V Gate]. Refer Graph at Tj=175°C. [See Fig 6 datasheet[IKW60N60H3]]

Some questions I have is :

 What is the % piece to piece variation of VCE(sat) of this IGBT?
 What would be the VCE(sat) for a current of 66A at worst case (maximum temp, any other parameter that can increase VCE(sat) )?
 The short circuit current of 530A at 15V VGE, Is it independent of current sourcing capability of 400V supply ?

There is also short circuit characteristics mentioned in the datasheet, which is dependent only on Gate voltage. [See Fig 19 in datasheet[IKW60N60H3]]

How is IGBT behaviour differs in case of Short circuit and over current ? How doen IGBT in itself discrimates between short circuit and over current condition ?
Where does the graph is Fig 19 is applicable and where doen graph in Fig 6 is applicable ?
