I have gon through the spectral mask by FCC and I have the following questions: FCC spectrum mask between 960 MHz to 1.61 GHz is limited by GPS. What about 1.61 GHz to 1.99 GHz, 1.99 GHz and 3.1 GHz, and beyond 10.6 GHz?. Why spectral mask is different for indoor and outdoor?.

The mask is adjusted together with the power limit. Indoors there are only few other systems to be protected, therefore UWB looks preferred.
