Using ULPI USB transceiver

Good day.

I am trying to use a USB transceiver that uses ULPI to establish a communication to the ML507. As far as I've read, the built in cypress chip in the board is somehow faulty so I decided to use an external transceiver. As of the moment, I am stuck at initialization of the USB transceiver. It seems that I am not getting the correct setup packet. Am I doing the correct sequence for initializing the transceiver?
