Using Quartus II to program a device - error messages

I've trying out Altera for the first time having used Lattice before, and I've got a circuit built and I've connected up the programmer and I'm getting the message -

"Unable to scan device chain. Can't scan JTAG chain"

I can't find any list of error messages and since it's the only message I'm getting I'm not sure whether it's a circuit error or software setup error. Does anyone know about the details of error messages?

For information I've followed the ByteBlaster II user guide and installed the Windows 2000 driver, and I've checked the ByteBlaster has the correct power and ground and connects to the EPC4 config device correctly. I can't check the rest of the JTAG chain though since it uses BGA's and can't be probed.
