USB WEB video camera signal to NTSC video recorder ???

I'm wandering - is it possible to connect standart USB WEB camera
using some converter to a standart NTSC video recorder?
I'd like to use it in my home security system to record on video
any security events.

All security video-cameras are very expensive and if it's possible
it's a good idea to replase them with something cheaper in our
hobby projects.
 

possible with a pc and a graphic card with tv out.
