is there a manufacturers name or part number on the USB to RS232 converter?
Looking at the photo it could be an FTDI US232B L/C or a US232B

dear alaalwi11,

I had problems with some PIC16Fxx programmers using USB/SERIALcable based on FTDI chipset.
It´s because the Bias voltage generated by that cable is very low, despite within the range of RS232 specificatios.

when I searched for "usb to rs232 converter" on the
Amazon.co.uk: Low Prices in Electronics, Books, Sports Equipment & more
site it displayed a number of devices
However, they may be no better than the one you have.
You need advice from someone who has a working system.
You could try the forum on Microchip's site
Microchip Technology Inc. is a Leading Provider of Microcontroller and Analog Semiconductors, providing low-risk product development, lower total system cost and faster time to market for thousands of diverse customer applications worldwide.
