USB-Serial Cable Configuration.

I need to connect a PIC to a PC using a Serial Cable.

The Board already has an RS232 port, but I need to use a Serial-to-USB cable. (or USB-to-Serial).

If I plug the USB end to the PC, do I need to configure anything else so that the USB works as COM1?

No. USB does not use COM1. It will use Virtual Port.

but only those numbers can be used which are not in use.

So I need to create a Virtual Port using VSPE to be able to use the cable?
If I create a Virtual Port, Let's say, COM2, how can I tell the USB-Serial Cable to use COM2 as a virtual port?

Its a job for device driver, and you can change parameters in device manager as earlier mentioned.

go to device manager and change the number of port which is being used by your usb cable under the "Ports" and allot it the number of virtual port you just created.
If it doesn't allow to number that port then you have to virtually short that port (one which is being used by USB cable) to virtual port you just created.
let virtual port created is PORT 2 and USB is using PORT 18
then either rename PORT 18 to PORT 2 or
virtually short both this port using software like VSPD by eltima.
