"USB device unrecognized" message while plugging in PIC32 USB Starter kit ll

Hello everyone,
I am using PIC32 USB Starter kit ll. It was working fine for many days, but suddenly it is malfunctioning. When I plug it in to the PC, it is showing the message "USB device unrecognized". It is not even listed in Device manager also.
If I plug in the kit, select Debugger -> Select Tool -> PIC32 Starter Kit; the MPLAB IDE environment says "Could not open the target device" .

I checked the power to the Vbus of debugger IC and found that when plugged in, it is giving only 3.40 V.
Tc 1262 3.3V regulator is converting it to 2.5V, by which the mosfet switch TPS20X1B won't work and thus not powering the target IC(PIC32MX795F512L).

Does anyone knows the solution for this?Is the debugger ic is not good?
I've seen a similar thread here,
