USA visa processing times

hi

i was wondering how much time it takes to get a USA visa for someone who is not just a simple person but a highly experienced design engineer, when the visa is requested/supported by a big company in the USA.
is it true that these visas can be requested only once a year (march)?
or can they be requested any time during the year?
temporary H1, and green card...

they say on the official websites that highly skilled professionals, for example someone who has a nobel price is considered as some kind of first preference...
that nobel prize requirement sounds ridiculous, so does this category also apply for highly experienced design engineers?
