Uplink and downlink regulations

Hi everybody,

I have to do some research on GSM Relay. And now i am in the part of standards and regulations.

My questions is : Are there any rules(regulations) between the uplink transmission (Cellular to BTS) and the downlink transmission (BTS to Cellular) ? (Like limits of power transmission, time delay etc..). In fact, in some active repeaters the gain of the Uplink is ofen different then the Downlink (for some reasons obviously) . I know that some regulations exist but i didn't find any of them on the web.
The question concerns all the GSM UMTS frequencies.

Can you help me pleasee! It's urgent for my next presentation.
