Unusual comparator circuit?

Hi,
Do you know what can ever be the point of the attached type of comparator circuit? Why don’t they use a reference into one input, and the divIded down voltage into the other?…why R1, R2 and D1?

Hi,

usually an electronic circuit has some input and some output.
I see no output at all. Thus I´d say this circuit is somehow useless.

Not properly designed circuit, part selection is very doubtful.
