Unconnected nets should be tied to......?

In performing Layout of top module we may come across to use some dummy blocks for symmetry.Where should we connected the I/P , O/P , Vdd and gnd of dummy blocks...? Either they can be left over there itself or tied to some references..?

What i read was unconnected I/P's should be tied to either vdd or gnd..
unconnected O/P's should be left over there itself with it...then
where should we connected vdd and gnd of dummy blocks...?


please rectify my misunderstanding ....!

They all can be connected to ground....!!
but if you could please elaborate what Symmetry are we talking about??
 

Could you please tell why we don't suppose to connect output to ground and keep them open???

Suppose you've (correctly) connected the input of an inverting gate to GND. Now imagine how much useless and unwanted current would flow from the output to GND, if you'd also connect it to GND. And now think of several/many of such inverters!
