umts simulation in matlab!!!

hello , i am doing my final project and i want to simulate a umts network in matlab!!
is there in a matlab code the handovers algorithms or a call admission control algorithms?

please !!!help!!!

hello , i want to know that : which simulator is best for creating enviroment for inter system handover ( umts to gsm and vice versa) matlab or ns2 or opnet or any oteher ....
