UL Factory inspection

Any one know about UL factory inspection?
I think they visit the factory 2-4 times a year.
Who pays for it - does the factory take care of it.
Is there something like a UL listed factory.

Owner of factory or products. If owner wants to export and sell products in some countries then products should have adequate and required certificates.

Let's say I am a company and you are the factory. I know I have to pay for UL Certification. But who pays for the UL inspection.

Also, do you have any idea which is certification(CSA, MTL) is lower cost compared to UL.
The product is an IT equipment like a laptop power supply.
