UARFCN numbers in UMTS

I am a bit confused by the concept of UARFCN.

in GSM we use TDMA and FDMA and thus the concept of ARFCN makes sense. But in UMTS the whole of 5MHz channel is used for all the users so what does UARFCN really mean?
