who can tell me the difference between ESD1DUMMY,ESD2DUMMY and ESD3DUMMY.

These layers are only dummy layers and aren' t be generated to masks
You can look up the design rule and spice model pdf or lvs command file

as i know, the ESD3DUMMY is a tapeout layer, u should confirm with your CSV for mask logic operation.
