Trying to turn on/off my leds by using gprs modem

Hi everyone,
I have a really difficult project.
My project is to turn on/off my leds by using gprs modem.
Where should I start??
Now I'm trying to give my modem a static İP by using AT commands but that is also difficult
Please help me

I still couldn't connect my Son Ericsson GM modem to gprs
I used these commands;
AT+CGDCONT=1,"IP","INTERNET"
AT+CGATT=1
AT+CREG=1
AT+CGREG=1
AT+CGQREQ=1,0,0,3,0,0
AT+CGACT=1,1
AT+CGQMIN=1,0,0,0,0,0
These are OK but when I send AT+CGDATA=1 it says ERROR
Please help me
