Trying to resolve issue with electronic gadget

**broken link removed**Hi Guys,

I've got this circuit I'm trying to test U1 which is an IC driver. I'm trying to identify if the driver is dead by measuring the voltage on pin 1OUT, I'm getting no voltage and no amps from that pin. Every other pin both in and out are reading ~11.5volts. Can someone point me in the right direction of how this works.

Please know I'm new to this
 

The picture is a bit cropped, but maybe those wires are not adding any value ... I do not know which part this is, but it looks as if you have a pull-up on the 1IN(bar) input connecting with the 5.6-kOhm resistor to 2IN which in turn is connected to VCC. That explains why pins 8,6,4,2 are high (11.5V regulated by pin 8). Further on, if the markings on the package are correct, if 2IN is high, so will the output be, ie., 2OUT would be 11.5 too. However, the markings indicate that 1IN is active low? So, if it is pulled high, the 1OUT is low too.

Is the triggering mechanism working? The one activating the bipolar to pull down.
