Hi.

Can anybody please tell how to size the transistors in this comparator?

Depends on your process and desired switching speed vs. current consumption. See these suggestions from the paper "A High-speed CMOS Comparator with 8-b Resolution" by G. M. Yin et al. , IE3 JSSC Vol. 27, No. 2, Feb-92 : comp.jpg comp.png
