That would be the way to guess (voltage is Vce or Vds,
current is Ic or Id).

Maybe the collector current is 60mA.
The supply current is more because the transistor also needs base current.

What exactly do you mean when you say 3V,60ma?
Anyway measure the flowing current near the power supply when the transistor is working (as a switch or in amp) to get the supply current...
