Hi

Assume I have 1kv transformer for 250v/4A input and out put is 100v;10A.
Can I load 50V/20A , here power rating is same.

If no , at what base transformer load has to given , power base or current base,?
If current base how can I select max rated current ?

you don´t have a 1kV transformer --> you have a 1kVA transformer.

To your question:

Current:
If a transformer winding is rated for 10A, then you NEVER should draw 20A continous RMS current.
Maybe you could overload it for a short time...

Twice the RMS current will cause 4 times power dissipation and thus 4 times temperature rise.

Voltage: you say 50V:
How do you think you could get 50V from a 100V output?
