The naive answer is 'traffic lights'.
The big advantage of a human is that they can alter the traffic flow based on the instantaneous current conditions or even future events. Traffic lights require sensors to detect when vehicles are waiting but they still need to be controlled by a pre-determined algorithm to some extent.
Or are you thinking about a humanoid robot that is placed in the intersection?

As you mentioned, this can be achieved by two methods.

1 Traffic Lights.
2 Humanoid Robot.

Which method would be more easy to implement this functionality?

Definitely the optical version is more simple, cheaper, more rugged, less power consuming and less fault prone with respect to the mechanical version.

The benefit of a human is that it easily can adjust on trafiic situation.

Traffic lights are (in my opinion) a 'solved problem' - they are ubiquitous.
A humanoid robot would be many orders of magnitude harder. You have the mechanics of the body rotation, arm movements etc, then the sensors to detect current traffic patterns, the algorithm development to make it all work and the power supply issue to power it for however long it takes.
This is probably why you have traffic lights on many intersections but I've not seen anything like what you suggest (i.e. ASIMO and the like) as the cost/benefit (over hiring a person) is just not worth it (at least at the moment).
